Why the Best Candidates Aren’t Always Applying to Your Jobs
By: Josh Fulton, Vice President, Recruitment & Operations
Posting a job opening is an important part of recruiting. But what if the right person for the role never sees it?
When companies have an open position, the natural first step is often to post the job and wait for applications. And while that approach can attract qualified candidates, it only reaches a portion of the available talent market.
Some of the strongest candidates aren’t actively looking for a new job. They’re already employed, performing well, and focused on their current responsibilities.
That doesn’t mean they wouldn’t consider a better opportunity. It simply means they aren’t spending their evenings scrolling through job boards.
For employers looking to hire experienced professionals, specialized talent, or leadership positions, this distinction matters.
The Difference Between Active and Passive Candidates
Active candidates are individuals who are currently searching for a new opportunity. They’re applying to jobs, networking, and engaging with recruiters.
Passive candidates, on the other hand, aren’t actively searching. They may be satisfied in their current positions but could be open to a conversation if the right opportunity comes along.
Neither group is inherently more qualified than the other.
The difference is how you reach them.
When your recruiting strategy relies exclusively on job postings, you’re limiting your search to the people who happen to be looking.
And depending on the position, that can mean overlooking a significant portion of qualified talent.
Why Great Candidates Don’t Always Apply
There are several reasons a highly qualified professional might never apply to your open position.
1. They’re not actively looking.
Someone who is successful in their current role may not be motivated to search for another job. However, an opportunity offering greater responsibility, career advancement, or a stronger long-term fit could capture their interest.
2. They don’t realize a better opportunity exists.
Candidates don’t always know what’s available in the market. A position that represents a meaningful career move might never reach them through traditional job advertising.
3. They need more information before considering a move.
For someone who is currently employed, a job description alone may not be enough to generate interest. They may want to understand the company’s leadership, growth plans, culture, and what makes the opportunity worth exploring.
4. They’re selective about making a change.
Experienced professionals often have more to consider before leaving an established position. Compensation matters, but so do stability, leadership, professional growth, and the potential impact of the move.
Recruiting Should Be Proactive, Not Just Reactive
This is where a proactive recruiting strategy makes a difference.
Rather than waiting for qualified candidates to apply, employers can identify individuals with the right experience and engage them directly.
That means understanding the talent market, identifying professionals who align with the role, and creating conversations around what might motivate someone to consider a change.
It also requires looking beyond a resume.
What has the candidate accomplished? What are their career goals? What would make a new opportunity compelling enough to leave their current position?
These are questions that don’t always get answered through a traditional application process.
The Right Candidate May Need to Be Recruited
For critical hires, particularly in specialized or leadership positions, finding the right person often requires more than advertising an opening.
It requires relationships, market knowledge, and the ability to communicate why an opportunity is worth considering.
A successful recruiting strategy shouldn’t be limited to candidates who are actively searching. It should include qualified professionals who may not have considered making a move until the right opportunity was presented.
Because sometimes the person who could make the biggest impact on your organization isn’t looking for a job.
They need a reason to consider yours.
